"Environment is one thing that connects us, generations, thousands of generations." As 6 bills signed Sep 19 California Gov Gavin Newson said: "Many jurisdictions ID'd strategies to actually deliver real and demonstrable results. San Francisco in last 6 and 12 years we've installed a third of all the installed capacity has been clean, over 30 gigawatts- amid growing crisis of confidence that people can deliver results. And what makes this day special, six bills that are all about the how not about the what and the why." California Gov. Gavin Newsom signed a package of bills on Friday laying new groundwork for the state's green energy transition while easing regulations on oil production and extending the state's landmark cap-and-trade program. Watch: Gov. Gavin Newsom remarks on climate, energy affordability bill package- KPIX | CBS NEWS BAY AREA report Sep 19 transcript below:
it's a bipartisan group of folks uh
2:18
which is important you know we're stones
2:19
throw away from uh the African exhibit
2:22
and it's always good to be reminded of
2:25
African proverbs says you want to go
2:26
fast you can go alone you want to go far
2:29
go together um and we have made
2:31
tremendous progress uh over the course
2:34
of the last many weeks trying to
2:36
reconcile um these you know um these
2:40
simult ultaneous crisis that we have um
2:43
this climate crisis. Yes. Crisis of
2:46
democracy uh growing crisis of
2:49
confidence that people can deliver and
2:51
deliver results. And I think what for me
2:55
makes this day special, six bills uh
2:58
that are all about the how. Um not about
3:02
the what and the why. Um, as was stated,
3:05
we've we've done a very effective job of
3:08
identifying the problem, but not many
3:10
jurisdictions have identified strategies
3:12
to actually deliver real and
3:14
demonstrable results. It's an
3:16
interesting fact. Every single one of
3:19
those audacious climate goals the state
3:22
has uh set, we have achieved. Every
3:25
single one. In fact, today we're running
3:29
uh the fourth largest economy uh with
3:32
67% of our energy uh carbon-f free. It's
3:37
unprecedented. There's no other
3:38
jurisdiction in the world that can lay
3:40
claim to that. Uh
3:43
it is remarkable. And just briefly, you
3:45
know, 1874 the first electricity came to
3:48
California came here to San Francisco.
3:50
There's been 105 gawatts of installed
3:53
capacity. In just the last 6 and 12
3:58
years, we've installed over 30 gawatt.
4:02
About a third of all the installed
4:04
capacity, and the vast majority of that
4:06
has been clean. So I would add not just
4:09
lower utility costs I'll get to that
4:11
lower pollution uh but you know also
4:15
reducing all the BS the timelines
4:19
a lot of what we are signing today is
4:21
about building on the reforms the
4:24
permitting and the zoning reforms the
4:25
land use reforms and moving forward to
4:28
get these large-scale projects done
4:30
that's what we have done with
4:31
large-scale battery storage 15,000
4:34
megawatts in the last 6 years it's
4:37
simply unprecedented There's no other
4:38
jurisdiction in the world can lay claim
4:40
to that except China interestingly and
4:43
the state of California. So our state of
4:46
mind is is firmly planted on the
4:48
application the implementation and that
4:50
includes a balanced approach in this
4:52
context. The reason this is bipartisan
4:55
the reason uh you heard Kern County and
4:57
others is we have to effectively
4:58
transition.
5:00
You know this is not an ideological
5:02
endeavor. We're in the practical
5:04
application business. We've got to
5:06
manifest our ideals and our goals. And
5:08
so this lays it out, but it lays it out
5:10
without laying tracks over folks. I know
5:14
there are tracks we are starting to lay
5:16
in the Central Valley that are part of
5:18
this, but the issue of affordability, as
5:20
you heard, is top of mind. $60 billion,
5:23
this should be the headline. $60 billion
5:28
of tax rebates on electricity bills.
5:31
That's what this bill represents. $60
5:34
billion.
5:36
There's there's not another jurisdiction
5:40
that can lay claim to that. Close to a
5:42
billion dollars a year just in our
5:43
regionalization efforts as we work to
5:45
expand our capacity to export more clean
5:49
and green energy to import to address
5:52
some of the issues around rei
5:54
reliability but also to stabilize our
5:56
grid with the western market. We've
5:58
worked on that for over a decade. We're
6:00
getting it done here today. So finding a
6:04
balanced approach,
6:06
setting forth strategies to achieve
6:08
audacious goals that simply no other
6:11
large-scale jurisdiction in the world uh
6:13
can lay claim to uh and doing it in a
6:15
way that reduces the burden on ratepayers
6:19
and taxpayers at the same time. So I'm
6:22
proud and uh you know it's about time
6:25
and contrast because I'll close on this.
6:27
Um, as it was noted and stated, uh, this
6:30
is a hell of a time. You know, the CEC,
6:34
our California Energy Commission is
6:36
celebrating its 50th anniversary today.
6:38
And I'll remind folks that may have
6:41
forgotten or those that may not know,
6:43
uh, it was Ronald Reagan,
6:46
Republican governor, that signed the
6:48
bill that ultimately led to the CEC. Did
6:51
the same with the California Air
6:52
Resources Board. There was a Republican
6:54
by the name of Nixon that codified our
6:56
leadership in 1970 with the Clean Air
6:58
Act, Clean Water Act, Endangered Species
7:00
Act, Republican president. The vandalism
7:03
that this president has done to our kids
7:07
and our grandkids, the deficit,
7:11
I you know, environmental injury
7:14
is nothing more than deficit spending.
7:17
Health care costs, the burdens of
7:18
cleanup cost of the next generation is a
7:21
disgrace. It's a disgrace. You know,
7:24
it's also a front in the spiritual
7:26
sense, and it's hard not to think about
7:29
that in the context of these sentinels
7:32
above you. Um, you know, this is the one
7:35
thing that connects us
7:39
generations, thousands and thousands of
7:41
generations.
7:42
I There's something profoundly spiritual
7:44
about that. It's an affront to God. Not
7:47
my word. Those are the words of the pope
7:49
when we were at the Vatican a year and a
7:50
half ago.
7:52
So we, you know, we we recognize how
7:56
precious this moment is and how
7:58
important California is at this moment.
8:01
And so I say all that, this is a point
8:03
of pride uh who celebrated my oldest
8:06
daughter's 16th birthday uh last night.
8:08
Uh and these are the kind of things Mr.
8:11
prom leaders uh that we get to look back
8:14
uh with deep pride and satisfaction uh
8:17
that we did the best we could and hell
8:20
uh we set the tone uh and the pace uh
8:23
for the rest of the nation. Thank you
8:24
all very very much.
